Performance measurements provide factual information on efficiency and many other topics used to plan, budget, manage and evaluate agency programs. This ongoing, systematic approach works to continually optimize results by selecting and using proper measures that ensure valid data collection and evidence-based performance assessments.
OPB is committed to Governor Deal’s goal of making state government strategically focused and accountable for performance. To help with this, OPB has developed resources to assist agencies in focusing on four core areas of performance measurement:
- Measure Selection: An agency should select a set of measures that provide a complete picture of the agency’s performance. Selected measures should be related to program purposes and goals and be relevant to specific program activities. OPB has asked agencies to submit output, efficiency and outcome measures for each program that delivers services.
- Measure Definition: Properly defined measures are vital to performance measurement. Measurement definitions must be clear and reliable to ensure that agencies are able to generate accurate and consistent data as well as interpret the results appropriately.
- Data Validation: Agencies should establish security protocols to ensure data integrity. Verifying the accuracy of performance data is necessary to provide credible and timely information to ensure effective performance measurement.
- Performance Assessment: Performance assessment seeks to come up with specific actions that the agency can do to improve or sustain desired results. Actual results should be continuously compared with desired targets to determine which agency program activities are working and to correct those that are not.
