Submitter Rules and Data Submission Guide

In accordance with Senate Bill 482, O.C.G.A. 31-53-40, the Office of Health Strategy and Coordination (OHSC) has been tasked with establishing the Georgia All-Payer Claims Database (APCD) to, “…facilitate the reporting of health care and health quality, cost, and efficiency data resulting in transparent and public reporting of safety, quality, cost, and efficiency information at all levels of health care.” The Office is pleased to announce that we have successfully progressed the implementation of the APCD to the stage where we are ready to share the submitter rules and data submission guide that will establish the format, standards, procedures, and deadlines by which health and dental plans must submit data files to the Georgia All-Payer Claims Database.

 

Submitter Rules

Pursuant to its authority under O.C.G.A. § 31-53-51 the Governor’s Office of Health Strategy and Coordination has adopted new rules, to be titled “Rule 1.1 Submitting Entities,” relating to the administration of the Georgia All-Payer Claims Database.  The purpose of the rulemaking is to establish the standards, procedures, and deadlines by which health and dental plans must submit data files to the Georgia All-Payer Claims Database.

As part of the rulemaking process, the proposed submitter rules were published for public comment between December 21, 2022 and January 21, 2023. The following document summarizes the public comments on the Rule 1.1 Submitting Entities received during this time period and the responses to those comments: Download this pdf file. Data Submission Guide

As part of submitting data to the Georgia All-Payer Claims Database, submitters will be required to follow specifications outlined in the following two documents:

  1. Version 2.1 of the APCD-Common Data Layout (APCD-CDL™)
  2. The GA APCD Data Submission Companion Guide  

The APCD-CDL™ is a trademarked, copyright-protected submission guide developed by the APCD Council that outlines national standards for claims data collection. Access to the APCD-CDL™ Version 2.1 is free, but submitters will need to register with the APCD Council to receive a copy of the submission guide. Submitters are encouraged to register with the APCD Council and request a copy of the APCD-CDL™ Version 2.1 using the following link: Request APCD-CDL™ | APCD Council.

  • Please note: the APCD Council has since released Version 3.0 of the APCD-CDL™. However, Georgia submitters should continue to use Version 2.1 of the APCD-CDL™ throughout the implementation of the Georgia APCD. Please be sure to request Version 2.1 of the APCD-CDL™ when registering your organization with the APCD Council.

The GA APCD Data Submission Companion Guide, developed by Onpoint Health Data, provides additional guidance to Georgia submitters to clarify, supplement, and further define specific data content requirements to be used in conjunction with the APCD-CDL™ Version 2.1. In this document, submitters will also find expected thresholds for achieving data element completeness in Georgia APCD submissions, in addition to file formatting guidelines required when submitting to Onpoint’s data collection portal, Onpoint CDM.

The Georgia APCD team and Onpoint began hosting webinars in January of 2023 to review requirements for submitting data to the Georgia APCD and to answer any questions submitters may have throughout the implementation process.
