Fiscal Notes

In accordance with Title 28 of the Official Code of Georgia Annotated, the Office of Planning and Budget (OPB) and the Department of Audits and Accounts (DOAA) work together produce fiscal notes at the request of General Assembly members. These fiscal notes provide reliable estimates of changes in revenues or expenditures for any bill that would have a significant impact on state finances if enacted. 

Request a Fiscal Note

Members of the Georgia General Assembly, as well as staffers on behalf of members, may submit a request for a fiscal note. Before November 1 each year, any member may request up to five total fiscal notes. After November 1, only committee chairpersons may request a fiscal note for legislation assigned to their committee or likely to be assigned if the legislation has not yet been filed.

Additional Requirements

  • Fiscal notes can only be produced for legislation drafted by the Georgia General Assembly's Office of the Legislative Counsel. OPB and DOAA cannot draft fiscal notes for any document or legislation that does not contain an LC Number from that office.
  • The legislation must be eligible for action in the current or next legislative session.

During each session, fiscal notes are typically completed within five days of the initial request. Outside of session, fiscal notes are required to be completed by the first day of the upcoming legislative session.
