Highway Contractor Relief Grant

Through the American Rescue Plan Act (ARPA) State Fiscal Recovery Funds, this new program implemented by the Office of Planning and Budget will provide aid to highway contractors and subcontractors.  The application period for this grant will open January 2, 2024.  Please see information below for grant information and NOFO.

Eligible Applicants: Prime highway contractors and subcontractors who performed work on projects for the Georgia Department of Transportation between the dates of March 3, 2021, and December 1, 2023, who meet the eligibility criteria outlined with the NOFO. Individual applications must be submitted for each completed project. (For example: an applicant who worked on 2 separate projects must submit an individual application for each project.)

Eligibility Criteria:

  • You are a prime highway contractor or subcontractor with NAICS Code 237300 or 237310.
  • You worked on state funded transportation project(s) that include a Georgia Department of Transportation issued unique project number or identifier that was completed between March 3, 2021, and December 1, 2023.
  • You are in good standing with the State of Georgia’s Secretary of State’s Office.
  • You are located within the State of Georgia.
  • You can demonstrate the negative impact of COVID-19 on your organization by providing original quotes and/or bids for project materials that include dates, quantities, and prices associated at the time of the quote and/or bid, along with supplier or subcontractor invoices and proofs of payment demonstrating an increase from the original quote and/or bid, due to commodity price increases.
  • You can provide the executed contract with the prime contractor if subcontractor is applying, or the Department of Transportation if the prime contractor is applying.
  • You can provide a copy of the executed final pay application (final construction invoice) for the project.
  • You can provide copies of all final executed project change orders.
  • You can provide an explanation for cost increases and attestation that cost increases occurred due to the COVID-19 Pandemic.
  • You do not owe any outstanding state taxes.

Eligible Applicants must demonstrate the negative impact of COVID-19 by providing:

  • Original quotes and/or bids for project materials that include dates, quantities, and prices associated at the time of the quote and/or bid, along with supplier or subcontractor invoices and proofs of payment demonstrating an increase from the original quote and/or bid, due to commodity price increases.
  • List of COVID-19 relief funds received by your organization (local, state, and federal) and enter amount received and how these funds were used to address the impact of COVID-19 on the organization.
  • Information on an existing operational gap after receiving relief funds.

Eligible Use of Funds:

Funds will be awarded for operational costs. Examples of operational costs include but are not limited to equipment purchases, rent, insurance, wages, utility costs, sales, and accounting expenses.

Unallowable uses: 

  • Property and other taxes
  • Lobbying
  • Debt service
  • To replenish financial reserves
  • To satisfy any obligation resulting from a judgment or settlement
