Allowable Uses
Allowable Uses (Committee Focus Areas):
• Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector.
• Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and to expand access to broadband internet.
Additional Allowable Uses Not Eligible At This Time Under Committee Focus:
• Support public health expenditures, by funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff
• Replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic
• Provide premium pay for essential workers, offering additional support to those who have borne and will bear the greatest health risks because of their service in critical infrastructure sectors
Applying for State Fiscal Recovery Funds
The application period for the State Fiscal Recovery Funds will be August 1-October 31, 2021.
Applicant will be required to register in the Georgia Grants portal to submit an application. The portal registration will begin August 1st, 2021.
Awards will be on a reimbursement basis.
In addition to general applicant information, you will need:
- DUNS Number
- EIN Number
- SAMs Number (while this is not required to submit an application, it will be required to receive your award. This process could take some time, so OPB strongly encourages applicants so proactively apply for a SAMs account)
Reporting Requirements
This guidance provides additional detail and clarification for each recipient’s compliance and reporting responsibilities under the SLFRF program, and should be read in concert with the Award Terms and Conditions, the authorizing statute, the SLFRF implementing regulation, and other regulatory and statutory requirements, including regulatory requirements under the Uniform Guidance (2 CRF Part 200).
Broadband Verification Process Form
Application summaries with proposed service areas map will be posted on OPB’s website as applications are reviewed. If locations proposed to be served are already served, such internet service providers may submit verification of such service (a wireline connection that delivers a reliable broadband service with a minimum speed of 25 Mbps download and 3 Mbps upload) using this form to [email protected] no later than November 12, 2021, as indicated on the timeline below. Applicants whose project has received a service verification from another provider will be contacted to allow the applicant the opportunity to provide additional information.
